Position Purpose:

The Director of Clinical Operations is responsible for developing scalable clinical programs, ensuring program performance, and enhancing operations and efficiency to drive performance in value-based contracts. This position will oversee the Clinical Operations Management Support Team (non-clinical program managers) on a National Level. The position will have non-clinical program manager direct reports and will be responsible for this team’s performance. Primary initial responsibility will focus on meeting key performance measures to support SHCNs clinical program Directors and managers as well as drive performance across SHCN’s markets. This position will be responsible for planning and coordination, building relationships and will have ownership of monitoring, summarizing and communicating the progress of programs and projects. The Director of Clinical Operations will represent the clinical team in liaising with SHCN’s contracting team, Business Units and will work closely with SHCN’s Medical Directors. The ability to work in a cross-functional role across and within Steward’s performance and business teams is a primary responsibility. This position reports to and supports the Vice President of Clinical Operations.

Clinical Programs Performance, Operations, and Efficiencies

  • Drive performance and implementation of budgeted clinical programs through project management principles to ensure achievement of annual performance targets
    • Translates business requirements into operational projects to ensure projects are implemented to meet the business needs
    • Manages project teams who build work breakdown structures, and translates them into project schedules with identified dependencies and milestones
    • Provides solutions to complex problems through analysis, identification of problems, and opportunities for improvement within the project, making recommendations and execution of solutions
  • Proactively identifies, and then efficiently and competently manages challenges that arise across Clinical Programs
  • Evaluates deliverables prepared by the team to make sure the work meets requirements and maintains a high level of quality
  • Identification of processes and systems that can be refined to be more efficient and proposition of changes to resolve those inefficiencies including formulating and recommending policies and programs
  • Coordinates across departments to identify and implement IT, data, application, and reporting needs for Clinical Programs
  • Manages reporting of performance to leadership at regular intervals including weekly and monthly

Clinical Strategy and New Program Development

  • Coordinates with Business Units on discovery, planning, and launch of new programs
  • Provides consultative, technical and decision-making support to management and operational leaders regarding program development, including but not limited to PCP/CBO Grants, Social Determinants of Health and Flex Services program design
  • Leads the development and operations of budget, return on investment assessment, and future planning for clinical programs

Staff Management

  • Oversees Clinical Program Specialist, Operations Coordinators, Program Manager, and seasonal interns
  • Provides leadership, communication, and coaching to employees; cultivates a motivated employee environment of trust, teamwork, accountability, self-confidence, and business ownership

Education / Experience / Other Requirements


  • Bachelors Degree required; PMP certificate preferred

Years of Experience:

  • At least 5 years of project management experience working within a healthcare setting

Specialized Knowledge:

  • Ability to demonstrate leadership skills within a team environment, take control of situations when appropriate and achieve results, and take initiative in representing issues and potential solutions to leadership
  • Experience and understanding of project management methodologies, life cycle, process improvement and, ability to manage and drive projects towards a successful outcome
  • Experience in healthcare operations and/or technology preferred
  • Demonstrated ability to identify issues and trends
  • Demonstrated ability to focus attention on critical goals and results and be held accountable for achieving them
  • Ability to comprehend problems, arrive at solutions, and communicate those effectively to stakeholders
  • Strong analytical ability in discerning priority and non-priority issues, making decisions from a number of alternatives based on logic and fact
  • Experience with Project Management software tools (e.g., MS Project, MS Excel, Innotas, etc.)
